Minnesota regulatory filings for Fargo-St. Cloud-Monticello 345-kV transmission line

The role of the Minnesota Public Utilities Commission
The Minnesota Public Utilities Commission must grant two major approvals before a transmission line can be constructed: a Certificate of Need and a Route Permit specifying the line's route.  An environmental report is prepared by the Minnesota Department of Commerce, Office of Energy Security during the need process and an environmental impact statement is written during routing.

Certificate of Need
For 345-kV Certificate of Need documents, please see the Minnesota regulatory page.

Minnesota Route Permit

A Route Permit application for the Monticello-St. Cloud 345-kV transmission line project was filed on April 8, 2009 with the Minnesota Public Utilities Commission. The application includes detailed maps in Appendix B. Route maps are also found on this page.

A Route Permit application for the Fargo-St. Cloud 345-kV transmission line project was filed on October 1, 2009, with the Minnesota Public Utilities Commission. The application includes detailed maps in Appendix B. Route maps are also found on this page.

Route Permit
The other major approval necessary from the Minnesota Public Utilities Commission before a high voltage transmission line can be built is a Route Permit. Once a Route Permit application is filed, the Commission’s regulatory process begins. More information on the Route Permit is in the Minnesota regulatory process fact sheet.
