Public Service Commission of Wisconsin (PSCW) must
issue a Certificate of Public Convenience and Necessity
(CPCN) before a transmission line can be constructed.

A Certificate of Public
Convenience and Necessity certifies the need for
the transmission line and designates a route for
it. An Environmental Impact Statement is prepared
as part of the process.
