Minnesota Public Utilities Commission Certificate of Need public hearings

Two major approvals must be obtained from the Minnesota Public Utilities Commission (MN PUC) before a high voltage transmission line can be built: a Certificate of Need (CON) and a Route Permit. The CapX2020 utilities filed a CON application with the MN PUC for its three 345 kilovolt (kV) lines in August 2007, including a line from Fargo to Monticello. As part of the CON process, the MN PUC is hosting 19 public hearings from June 17 to July 2.

The MN PUC public hearings will be presided over by an administrative law judge. The purpose of the hearings is to determine whether the proposed transmission lines are needed and in the public interest. Anyone can present testimony and express opinions concerning the utility proposal or alternatives on the Certificate of Need.
